Resolution to grant at Planning Committee

Following our first virtual planning committee we are pleased to announce Babergh District Council, has resolved to grant outline planning permission for 64 new homes on a 14 acre site known as Weavers Green, situated off Sand Hill, Boxford, Suffolk (17th June 2020).

Following extensive pre-application discussions and community engagement, Planning Committee members voted in line with the Planning Officer’s recommendation to approve the application.

The site will now be sold to a housebuilder, with a view to first residents taking occupation potentially as soon as early 2022.

Following on from comments received from Babergh District Council Planning Committee, we have revised our proposals accordingly.

MAIN CHANGES

  • 64 homes (20% decrease in the number previously proposed)
  • Maximum storey heights of the dwellings reduced from 2.5 to 2 storeys
  • Revised layout with dwellings set further back from the A1071 on lower elevations consistent with the existing form of the village
  • Increased landscaping and open space to further soften the appearance and character of the proposals
  • Inclusion of serviced land for the development of a community building (which will be transferred freehold to the Parish in perpetuity)
  • Removal of the failing drainage soakaway serving the adjacent Station Field development and enlarged Sustainable Drainage System (SUDS) negating the risk of surface water flooding
  • Revised sustainability strategy incorporating low carbon renewable energy technologies (heat pumps and solar PV) to achieve carbon reductions significantly exceeding the requirements of the Council’s Local Plan and Building Regulations
  • 35% affordable housing as before (now equates to 22 affordable homes)
  • Mix of dwelling size as before, specifically smaller 1, 2 and 3 bed homes and bungalows for first time buyers and those wishing to downsize

A leaflet drop detailing these changes has been circulated to local residents.

Babergh District Council Local Plan and Planning Background

It is now widely understood that one of the Government’s core objectives is to significantly boost the supply of housing nationally in order to address the ever increasing housing crisis resulting from a lack of affordability in the market and the consequent need for new homes of all types sizes and tenures.  To this end the Government intends to deliver 300,000 new dwellings per year by around 2020.

The National Planning Policy Framework (the Framework) published in July 2018 is the Government’s principal policy tool for the delivery of sustainable planning and development across England.  The Framework seeks to deliver the significant increase in new homes that are required in a sustainable manner.

In particular Councils are required to have up-to-date Local Plans that make provision for a local housing requirement (based on a standardised methodology).

At the local level the Council (Babergh District Council) is beginning work on a new Local Plan to replace the current Core Strategy in line with Government policy.  An initial draft will be published for consultation in February 2019.

The Government’s new standard method for calculating housing requirement indicates that a minimum of 439 dwellings per annum[1] will be required in Babergh District over the new Local Plan period to 2036.  This represents a 24% increase beyond the current adopted Core Strategy requirement, which is in the region of 355 dwellings per annum. 

It will therefore be necessary for the Council to allocate and approve new greenfield housing sites in order to meet the minimum requirement in the emerging Local Plan.

Boxford is identified as a Core Village in Policy CS2 of the adopted Core Strategy which will act as a focus for new residential development. The policy goes onto advise that site allocations to meet housing and employment needs will be made.

The status of Boxford as a Core Village will remain in the settlement hierarchy for Babergh District and therefore the village will continue to comprise a suitable and sustainable location for the allocation and development of new homes.

Boxford residents view plans for new homes at Weavers Green - January 2019

Over 150 local residents turned out to speak to the Catesby Estates team about our proposed plans for delivering new homes in Boxford. 

Local stakeholders were invited along to the Village Hall on Tuesday 22nd January 2019, to view the plans and offer their feedback for proposals on land off Sand Hill, Boxford in Suffolk

Feedback included the recognised need for affordable housing and connectivity to the village, as well as valuable insight into what local residents thought on the layout of the proposed development and their ideas regarding highways and access

We will be using the feedback received to shape the final plans before submitting our outline planning application to Babergh District Council, later this year, after which the Council will then determine the application.

Should the application be approved, we will then work with housebuilders to deliver a range of new homes, with first residents taking occupation early 2021.

Catesby selected to promote land site in Boxford - May 2018

Catesby Estates are pleased to announce they have been selected to promote a 14 acre site off Sand Hill, Boxford in Suffolk. 

Located within the administrative area of Babergh District Council, the site has potential for new homes, including a policy compliant percentage of affordable housing in an established residential area with a range of services and facilities within walking distance.  

The site is located to the East of Boxford village, off Sand Hill approximately 70m north of the Hadleigh Road (A1071).  The site is in a sustainable location, with a range of facilities within walking distance, including a primary school, pub and village shop.

Spokesperson for Catesby Estates said; “We are pleased to add this well located and sustainable potential residential site to our land promotion portfolio.” 

“Our in-house planning and technical teams will be now be working with both the Parish Council and the District Council to bring this site forward for housing.”
