Outline planning application update - September 2022

In response to the consultation responses received we have recently amended our planning application to include a proposal for the creation of a new roundabout at the Buckingham Road and A422 junction.

This significant infrastructure investment will enable traffic to now exit Deanshanger at the Buckingham Road and A422 junction (which currently only permits traffic to enter the village from the A422). The creation of a second exit from the village will help alleviate the queuing experienced on the Stratford Road approach to the A422/Stratford Road roundabout.

Discussions have also been held with the local bus operator Arriva who have confirmed that the proposed roundabout would enable them to divert their existing X60 service (running along the A422) through Deanshanger with new north and southbound stops (with shelters and real time information updates) installed on Buckingham Road.  This change will significantly improve the public transport options for both new and existing residents, by providing a half hourly service during both the morning and evening peak periods, and hourly throughout the day between Deanshanger Milton Keynes and Buckingham.

The delivery of additional shelters and associated infrastructure will be secured and paid for by Catesby Estates as part of the updated proposals under a Section 106 or a conditional agreement should planning permission be granted.

Outline planning application submitted for new homes in Deanshanger

An outline planning application for Buckingham Gate has now been submitted to West Northamptonshire Council. (March 2022).  The application can be viewed on the Council’s website (application number - WNS/2022/0453/MAO).

The application includes:

  • Up to 190 new homes with a mix of house sizes and types, ranging from 1 to 5 bed properties to meet local policy requirements and identified need
  • 50% affordable housing (i.e., up to 95 affordable homes). Affordable housing is a combination of social rented, affordable rent and shared ownership housing, provided to eligible households whose needs are not met by the market.  This will assist those looking for their first home, and lower income individuals and families get on the housing ladder in Deanshanger
  • For those looking to downsize, the proposals also include up to 10 bungalows
  • Reducing carbon emissions in line with the Future Homes Standard, with homes achieving a 31% reduction in carbon emissions (compared to the current building regulations)
  • Electric car charging points will be provided for each new home
  • Public open space and children’s play area
  • Significant new planting and creation of new habitats to deliver a 20% biodiversity net gain  (This is double the requirement set out in the Environment Act, which requires all development schemes in England to deliver a mandatory 10% biodiversity net gain to be maintained for a period of at least 30 years)
  • Walking and cycling routes connecting to the wider area
  • Off-site highway improvements and enhancements to public transport infrastructure

Statutory consultees (e.g., Environment Agency, Highways England, Natural England and the Parish Council) and local residents will have the opportunity to formally comment on the application once it has been validated and registered. 

We will continue to work closely with the Council and where necessary will respond to statutory consultees.  

An outline planning application seeks to establish whether the scale and nature of a proposed development would be acceptable to the local planning authority, before a second fully detailed planning application is put forward, which is called a Reserved Matters.

A Reserved Matters application typically include information about the layout, scale and appearance of the development.  No development can take place on site until the Reserved Matters application has been consented.

Benefits to the economy of new homes

The economic benefits of new housing development are significant. A study by the Confederation of British Industries (CBI) demonstrates that construction projects have a significant benefit on the local and wider economy. The report concludes that for every £1 of construction expenditure, £2.84 is injected into the economy.

New development will be key to aiding economic recovery at both a local and national level following the Covid pandemic.  The proposed development of new homes, offers the opportunity to stimulate economic growth, create jobs, assist in meeting local housing need and add to the Local Authority’s revenue, as a result of an increase in Council Tax revenue stream and the New Homes Bonus.

The delivery of new homes and the introduction of new residents will also help support existing local businesses, services and groups.

Research conducted by Onepoll on behalf of Barratt Homes in 2014 suggested that the average homeowner spends approximately £5,500 within 18 months of moving to make the property “feel like home”. First occupation expenditure typically involves furnishing and decorating a property and will generate a range of economic benefits for the local immediate economy by supporting jobs within local businesses.

The public consultation for Catesby's proposals at Buckingham Gate, Off Buckingham Road, Deanshanger, is due to commence.

The website which is due to go live from Friday 21st January 2022 contains the information we would normally use at a public exhibition, along with a number of short videos on key topics that we hope you will find informative.

The website will be updated on a regular basis as our proposals and our planning application for the site progresses. Public consultation will finish on Sunday 13th February 2022.

Deanshanger added to land promotion portfolio - March 2021

Catesby Estates has entered into an agreement to promote land off Buckingham Road, Deanshanger, South Northamptonshire for residential development.

Catesby Estates is one of the UK’s leading strategic land promoters with an enviable record of bringing forward land through the planning system for new homes and communities.  Following the exchange of contracts, Catesby Estates will now be moving forward with local stakeholders to deliver new homes, affordable housing and a range of community benefits for the local area.

The greenfield site is 30.81 acres (12.47 hectares), and lies within the administrative area of South Northamptonshire District Council.

Deanshanger is a well-established large village with a wide range of facilities.  The site is extremely well located, lying immediately adjacent to both a primary and secondary school, as well as providing easy access onto the A422.
