Thank you for visiting our consultation website to find out more about our proposals.

We are preparing an outline planning application for new homes and public open space on Land North and East of Halstead Road, Eight Ash Green.

Our vision is to plan a high quality, sustainable and well connected development providing a range of house types and sizes, including much needed affordable housing.

This website provides an overview of the emerging proposals and design.

It also provides an opportunity for you to share your comments on the outline scheme as part of the pre-application consultation, ahead of us submitting an outline planning application to Colchester City Council later in the process.

 

Housing Targets

These proposals are being brought forward at the time of a well-recognised national housing crisis and an imperative to deliver significant more homes across the country.

The Government published an updated National Planning Policy Framework in December 2024 and new mandatory housing targets for each Local Planning Authority to boost the supply of housing.

The aim is to deliver at least 1.5 million new homes in England by 2029.

To achieve this, each Local Planning Authority is required to have enough sites ready for development to meet their identified housing target for a minimum of 5 years.

There has been a significant increase in the housing targets for the local area, and there are not enough sites to meet the identified need for the next 5 years.

This is why this proposal is coming forward now.

The Local Plan

The Council’s current Local Plan was adopted in 2019 and sought to meet housing and other needs of the district defined at that time.

It is now more than 5-years old and does not meet current (and growing) housing needs for the area. As confirmed recently at appeal in May 2026, the housing land supply across Colchester is approximately 2.85 years, identifying a significant shortfall against housing needs.

As the Council cannot meet its 5-year housing land supply requirement the proposed site would make a valuable contribution towards boosting the district’s housing land supply, helping to address the identified need for new homes.

Eight Ash Green is a highly sustainable location as recognised by the Council through the emerging Local Plan which identifies it to be a ‘Medium Settlement’ in the settlement hierarchy.

About The Site

The site is located on the eastern edge of Eight Ash Green, comprising 15.9 acres (6.46 hectares) of agricultural land.

The site is comprised of three fields located to the east of the existing settlement boundary of Eight Ash Green. The two larger fields to the north are comprised of agricultural land, and the smaller southern field is comprised of disused overgrown land. 

To the immediate west are existing properties and businesses along Halstead Road. To the south, the site borders a small cluster of residential dwellings.

To the east are further agricultural fields and Iron Latch Woodlands and Nature Reserve, which is also home to Colchester bike park.

The site benefits from excellent access to a wide range of everyday services and amenities. Tollgate Retail Park and Shopping Park is located less than one mile away and offers an extensive range of retailers, including Sainsbury's, Aldi, Marks & Spencer, Next and B&Q.

Eight Ash Green is well connected by public transport, with frequent 88, 88A and 88B bus services providing direct links to Colchester and surrounding areas.

Colchester Railway Station is approximately 3.5 miles from the site and provides regular Great Anglia services to London Liverpool Street, offering convenient access for commuters and leisure travellers.

 


 

 

Our Vision

We aim to deliver a diverse range of new homes, including affordable housing, all designed to meet high sustainability standards. The development will be set within attractive green spaces and well connected to existing local facilities and services.

The landscaped spaces that surround the proposed new homes provide a variety of open spaces, including formal and informal green space, for recreation and for nature. 

Existing trees and hedgerows will be retained where possible, and enhanced through new planting to strengthen the existing natural features of the site.

Areas have also been incorporated through the site to provide space for play and recreation as part of encouraging healthy and active lifestyle

Our Proposals

The development of the site atLand North and East of Halstead Road, Eight Ash Green would create a desirable and sustainable new neighbourhood that supports the health and well-being of residents.

The proposed development will be brought forward through an Outline Planning Application With All Matters Reserved (excluding access) to the Council.

We have produced an Initial Concept Plan which establishes key principles for the delivery of the new neighbourhood in line with the vision. 

In summary the proposals provide:

  • Up to 120 new homes
  • 30% Affordable housing
  • Provision of new areas of equipped play
  • Extensive areas of new landscaped open green space, managed for amenity and biodiversity gains
  • A new network of pedestrian and cycle routes will weave around and through the development, ensuring safe, convenient and car free connections for residents

As part of our proposals, we work with specialist consultants to carefully assess the site and make sure it can be technically delivered.

This includes looking at things like drainage, ecology and highways.

Sustainability

New and existing homes account for 20% of greenhouse gas emissions in the UK.

Building sustainability is a key feature of delivering new homes.

The final design of the new homes would be submitted at a later date, should outline planning permission be granted, however, the broad principles for sustainability are outlined below:

Application And Timeline

We will be submitting an Outline Planning Application With All Matters Reserved (excluding access).

Outline Planning Applications seek to establish whether the scale and nature of a proposed development would be acceptable to the Local Planning Authority, before a fully detailed proposal is put forward.

Where outline permission has been granted, an application for the outstanding Reserved Matters can be submitted.

This will typically include information about the layout, landscape and appearance of the development.

Statutory consultees (eg. Environment Agency, Highways England, Natural England and Parish Councils) and local residents will also have the opportunity to formally comment on our application once submitted and registered with the Council.
