Catesby Estates Secured Planning Permission At Appeal In 2016 For Strategic Land Site In Stadhampton

In allowing the Appeal, the inspector observed that the extent of the housing shortfall demanded urgent action and should be addressed over a much shorter time-frame than allowed for when using the Liverpool method.

The core strategy had been adopted in 2012 but since then a major backlog had accrued, with persistent under-delivery since 2006 and the OAN supporting the emerging local plan indicated a higher need still.  

After applying a 20% buffer and examining the deliverability of sites, the inspector concluded that the Council was only able to show a 3.8 year land supply.
The inspector was also convinced that the location was sustainable in transport terms.

Citing the NPPF, the inspector acknowledged that travel by car was inevitable in rural areas. The scheme would not urbanise the approach into the settlement or harm the tranquillity of visual amenity of nearby Green Belt land.

A planning application for the demolition of existing structures and outline planning permission for residential development of up to 65 homes (Use Class C3) and associated works including means of access, with all other matters reserved was submitted to the Local Authority in December 2014.
